Earlier on the report, the tiger was staring at the teenager who dropped into its cage for 15 minutes, until the people threw stone at the tiger trying to stop the tiger from hurting the teenager.

The forensic report said the tiger was trying to save that guy from stones thrown by those onlookers, that was why it caught the neck of that guy and kept far from public. Unfortunately its teeth wounded him.
Tigress generally catch her cubs on neck to save them from threat. Apart from his neck there were no wounds on his body. Tiger cubs have an extra thick fur and skin on their neck so they can be carried by the tigress.
